What is CARM?
The Canada Border Services Agency (CBSA) is advancing its modernization efforts with the CBSA Assessment and Revenue Management (CARM) initiative. This project aims to revolutionize the import process for those in logistics, transportation, finance, supply chain, and procurement by simplifying customs procedures.
CARM is accessible via the CARM Client Portal (CCP), which all Canadian and non-resident importers need to register for to continue importing into Canada.
By October 2024 (CARM Release 3), new features such as Release Prior to Payment, a redefined Commercial Accounting Declaration (CAD), and unified billing cycles will be introduced, changing how goods are declared and billed.

Granting Authority
Importers must authorize their third-party service providers to continue managing their commercial import processes.
Post Financial Security for Release Prior to Payment (RPP)
Commercial importers will need to provide their own financial security to account for imported goods with the CBSA. For more information on RPP, visit here.
Paying Import Duties and Taxes with the CBSA
Starting this May, CARM will introduce the Commercial Accounting Declaration (CAD), replacing the current B3 Customs Coding and B2 Request forms.
